Exploring the current development status of China's machine tool remanufacturing industry

  At the recently held "2012 Seminar on Machine Tool Remanufacturing Standards and Technology", the first national standard in the field of machine tool remanufacturing, "Guidelines for Green Manufacturing of Metal-Cutting Machine Tool Remanufacturing Technology", has been approved, and the first standard for the remanufacturing of heavy and super-heavy machine tools is currently being drafted.
  Remanufacturing, as an advanced stage of machine tool maintenance and transformation, falls under the post-market segment of machine tool manufacturing. Since the late 1990s, China's remanufacturing industry has undergone over a decade of development. Particularly since the dawn of the 21st century, when low-carbon environmental protection, energy conservation, and emission reduction have become a global consensus, and circular economy and green manufacturing have emerged as hot topics across society, remanufacturing has garnered increasing attention and expectation.

  In recent years, remanufacturing has continuously received national policy support. The National Circular Economy Promotion Law proposes to support enterprises in carrying out remanufacturing of motor vehicle parts, engineering machinery, machine tools, and other products, as well as tire retreading. In December 2009, the Ministry of Industry and Information Technology announced the first batch of pilot units for remanufacturing of electromechanical products, including five pilot enterprises for machine tool remanufacturing. In May 2010, 11 departments including the National Development and Reform Commission and the Ministry of Science and Technology listed machine tools and other products as key areas for promoting the development of the remanufacturing industry.


  Relevant government departments aim to regulate the remanufacturing market through a series of measures, including organizing the certification of remanufactured products, establishing an industry access system, formulating acceptance standards for remanufacturing, and introducing preferential tax policies. They also encourage machine tool user units and specialized remanufacturing enterprises to collaborate and jointly promote the industrialization development of machine tool remanufacturing.
  Currently, remanufacturing has evolved from an unknown industry to one that is increasingly understood and accepted within the industry, yet both enterprises and users still have a relatively superficial understanding of remanufacturing.
  Machine tool remanufacturing in developed countries in Europe and America has become an important part of the remanufacturing industry, with a certain scale and market, and a relatively complete logistics system for used parts. Remanufacturers recover used machine tools through various channels, assess their value, redesign and manufacture them, and then label them as "remanufactured" before re-entering the market for sale.
  In China, the construction of the logistics system for waste machine tools is still in its infancy, and there are no smooth channels for the recycling of old machine tools and the sales of remanufactured machine tools. Especially for heavy-duty machine tools, many of which are key equipment for enterprises, personalized customer demands have led to the characteristics of single-item and small-batch remanufacturing business.
